History of Driver Testing and Driving Regulations in the UK

During the late 19th and 20th centuries in the early days of driving in the UK, there was no driving test and drivers received basic training from friends, in the work place, or were self taught.  To make matters worse there were virtually no regulations and rules governing driving conduct.  Drivers and pedestrians had to wait for the publication of the first edition of The Highway Code in 1931 before road safety began to improve.  In the mean time the death toll from accidents on Britain’s roads was mounting, in line with the rising popularity of vehicle ownership.

To put it into perspective, figures from the Driving Standards Agency* show that when The Highway Code was introduced in 1931, there were 2.3 million vehicles on Britain’s roads and over 7,000 fatalities on our roads during the early 1930’s.  Today, with over 27 million vehicles on our roads, yearly fatalities are consistently under half of those in the early 1930s.

The First Driving Tests

The first driving tests in the UK were established in 1930 and these were only for disabled drivers, with a license being valid for one year.  In early 1935 voluntary testing became an option for all drivers and a Mr. J. Beene was the first person to pass his driving test under the voluntary system.  Compulsory testing was introduced on 1st June 1935, for all drivers who started driving on or after 1st of April 1934.

It was in France, however, where the world’s first driving tests, vehicle registration plates and parking restrictions were introduced in 1893, in an early attempt to improve road safety.  In 1900 the first British woman to pass a driving test was Miss Vera Hedges Butler and she had to travel to France to take her test, since driver testing would not be established in the UK for another 30 years.

Driver testing in the UK was suspended in 1939 because of the outbreak of the Second World War and testing resumed in 1946.  The post war period in Britain saw the rise of many driving schools throughout the country where the complete requirements of the UK driving test are taught.

In spite of mounting alcohol related driving deaths it was not until 1967 that drink driving laws came into force in the UK, with a limit of 80mg of alcohol in 100ml of blood – very lenient by the zero or near zero amount of alcohol in blood allowed in many other counties.
